7.1.1.To start in April possibly – 3rd Thursday of the month tentatively

7.1.2.Mark Nisall attended the Southern California Edison seminar on electrical safety during a disaster. Arrangements to be made by Captain Kuehnle to have that as a part of the monthly training.

7.2.May Fire Service Day – Captain Kuehnle to discuss this during an upcoming fire fighter’s union meeting on 4/3. This is a voluntary activity by the fire fighters.


OLD BUSINESS – Sub-Dividing Secretarial Duties and Responsibilities


Proposal to pair down the secretarial duties and responsibilities to three functions:

1.take and print minutes to ACA Board meeting

2.maintain the roster

3.answer emails on behalf of the ACA Board.


Fewer duties is possible by appointing assistants to the Secretary and other Board members

1.For secretary: Membership Roster Assistant (Nitza Tello recommended) and Pin-Drop Map Assistant (Joanna Wong recommended)

2.For the Training Coordinator: Phone Call Roster Assistant – to contact those without email (Lynda Tindage recommended)

3.Assis
For the Fundraiser Coordinator: Membership Card Assistant – to process membership cards (Mannie Tuong recommended). Needed: someone to take pictures of the members



NEW BUSINESS

8 pm interview for positions of Phone Call Roster Assistant, Lynda Tindage (not present – went to wrong fire station) and Membership Roster Assistant, Nitza Tello (approved).

1.Minutes of January 17, 2012, ACA Board meeting were not presented. It shall be considered at the next Board meeting in March.

3.1.“What is the purpose of the Budget Committee?” was raised.

3.2.Funding for programs such as MYN will require a “Fundraiser Coordinator”

4.Re-application as a tax-exempt organization (and not as an association – our current status): on hold (Miguel Fernandez unavailable at this time to assist due to tax season. Roger Stephenson with the most background. Brad to contact Roger again.)

5.Text-messaging System for Immediate Call-ups – Frank Hernandez & Brad Yeung

5.1.Text message “tree” plan was refined in the past 24 hours: a primary tree with feedback if a branch dead-ends. A secondary tree is built into the system and would be activated by Frank.

5.2.110 CERT members are in the TMA, Text Message Alert System – ones who have a texting plan

5.3.Frank Hernandez as primary in charge, who’ll receive the alert via Kelly Kuehnle’s text or his designate if off-duty. No secondary assigned yet.

7.MYN, Map Your Neighborhood – Mark Nisall

7.1.On 2/2/2012 at Cathy and Ron Sahu, South Story Place (Woodward Ave. going north to ½ of the block toward Alhambra Road). Half of the neighbors attended.

7.1.1.Needed more guidance

7.1.2.MYN material was pasted into a stenographer’s book – labor intensive

7.1.3.Meeting time of 1-hour and 50-minutes was 20 minutes over recommended time

7.1.4.Neighbors already know one another through Neighborhood Watch

7.1.5.Separate meeting in future for North Story Place

7.2.Dissemination of MYN material: find hosts (first opportunity is the March 31st Refresher Training) but use Board members to present MYN material

8.New CERT Class on February 12th – Captain Kuehnle

8.1.It was cancelled due to lack of enrollment. February 4th  Lunar New Year recruitment was too close to start of the February class.

8.2.Proposal for CERT application online: Captain Kuehnle to investigate putting it on the AFD section under the City of Alhambra’s website. Alhambra CERT website will provide a link to it.

8.3.Monthly Training Plans – Captain Kuehnle

8.3.1.To start in April possibly – 3rd Thursday of the month tentatively

8.3.2.Edison to hold sessions in Altadena on their response from the November 30, 2011 windstorms in Pasadena/South Pasadena/San Marino areas. Edison may provide similar seminars in this area upon request

OLD BUSINESS – proposal to divide secretarial duties and responsibilities

Decision was made to focus on filling the position of Secretary with fewer duties. This’ll be made possible by appointing assistants to the Secretary.


Assistants to the secretary as part of the proposal (all non-board members): Membership Roster Manager, Pin-Drop Manager, Membership Card Manager, and Phone Call Roster Manager (contacting those without email). Blast emails to be sent out directly by Captain Kuehnle. A copy of the roster was provided to him.


After meeting note – distilling Secretary’s duties to three functions: take and print minutes to ACA Board meeting, maintain the roster, and answer emails on behalf of the ACA Board.


Meanwhile on a temporary basis until an Acting-Secretary is appointed after the April 2012 Board meeting, duties are outlined below in positions #1, #2, and #3.


Note: all Board Member “only” positions are labeled “Coordinator” and all non-Board member positions in the latter half of this proposal are labeled “Manager”


Board Member Only


1.Board Minute Scribe Coordinator Peggy Russell

Takes the minutes at the ACA Board meetings, types up, and forwards them to the Website Coordinator for posting on the Alhambra CERT Association website



2.Roster Coordinator – Open Position 

(Acting-Secretary after appointment will assume this role)

a.Oversees additions and deletions

b.Duties include maintaining:

i.Alphabetical and Area Roster files

1.Receives these files from Membership Roster Manager (see position #1 under “Non-Board Member” below for a complete job description)

2.Inputs these files (copy and paste) onto the master hard drive/flash drive (and cloud)

ii.Phone Call Roster (those without email)

Forwards phone contact information of new CERT members who do not have email – to the Phone Call Roster Manager (see Position #4 under “Non-Board Member” below for a complete job description)

iii.Picture Roster file

Inputs new member pictures, taken for the membership card into the Picture Roster file on the master hard drive/flash drive (and cloud)



3.Email Response CoordinatorOpen Position

ii.Passes out the ACA business card with the Board member’s names and the Alhambra CERT website on one side and ham radio licensing information on the back for those interested

iii.IF photos are not taken before graduation, announces that a photograph will be taken at graduation, the $3 cost for the membership badge will be collected then, and the membership badge will be mailed out to them within 3-4 weeks after graduation


*The Membership Card Manager will prepare the registration forms and the business cards (because she’ll possess the ACA printer and ACA paper cutter by mid-June 2012)



b.CERT Class Graduation Coordinator – can be rotated

i.Takes pictures of the graduating class and forwards them to the Website Coordinator for posting on the website

ii.Does the following tasks for processing the membership cards:

1.Takes pictures of all new graduates before or at graduation (regardless if a membership card is purchased or not)

2.Collects $3 for the membership card at the time their picture is taken and collects envelopes with the new member’s address (to mail the membership card if not attending graduation)

3.Issues the badge clips

4.Sends a copy of these pictures along with a corresponding roster to:

a.The Membership Card Manager (see position #3 under “Non-Board Member” below for a complete job description), who’ll make the membership cards and mail them out

b.The Roster Coordinator, a Board member maintaining the Picture Roster file on the master hard drive/flash drive (and cloud – stored automatically)

iii.Forwards the addressed envelopes to the Membership Card Manager


*The Membership Card Manager will purchase the envelopes and badge clips


c.CERT Training Registration Forms are forwarded in the following sequence for processing:

i.Roster Coordinator for forwarding names and phone numbers of those without email – to Phone Call Roster Manager (non-Board member)

ii.Vice President Frank Hernandez for updating TMA, Text Message Alert System roster in the cloud

iii.Training Coordinator Mark Nisall for updating the training records in the cloud

iv.Membership Roster Manager (non-Board member) for updating the alphabetical roster and the area roster

v.Pin-Drop Manager (non-Board member) for plotting CERT member location and including additional languages and special training on that map

vi.Membership Card Manager (non-Board member), for formatting membership cards with name and city/area of residence in Alhambra.


Membership Card Manager returns the registration forms to Mark for shredding.




Non-Board Member Positions


1.Membership Roster Manager (recommending Nitza Tello)

a.Receives the CERT training registration forms from Training Coordinator Mark Nisall

b.Makes additions/deletions by request or due to death, on the two rosters:

i.Alphabetical roster

ii.Area roster

c.Assigns a coded name on the registration form if living in Alhambra (1NW, 2SE, 3NE, 4W, etc. It’ll be the next number on the area roster file.)

d.Sends new email addresses and changes to the Alhambra CERT Program Coordinator, Captain Kelly Keuhnle

e.Forwards the registration forms to the Pin-Drop Manager – see position #2 below

f.Later,

i.Receives a membership card file containing membership card locator information from the Membership Card Manager (see position #3 below) after the cards are processed

ii.Updates the alphabetical roster with the membership card locator information from that membership card file

d.Forwards both the alphabetical and the area roster files to the Roster Coordinator, a Board member


2.Pin-Drop Manager (recommending Joanna Wong)

a.Receives the CERT training registration forms from the Membership Roster Manager with coded name assignment marked on each form

b.Plots pins of member locations in Alhambra only if the member consents

c.Adds additional information such as languages, medical training, ham operator licensing, etc.

d.Forwards the CERT training registration forms to the Membership Card Manager to process membership cards


3.Membership Card Manager (recommending Mannie Tuong)

a.Receives the CERT training registration forms from the Pin-Drop Manager

b.Formats the membership cards based on the information from the registration forms

c.Prints out, laminates, and mails out the membership cards

d.Forwards the CERT training registration forms to Training Coordinator Mark Nisall for disposal

e.Forwards the membership card locator information to the Membership Roster Manager

f.Prints (although not the customary duty of the Membership Card Manager):

i.CERT training registration forms

ii.ACA Board business cards with the Board member’s names and the Alhambra CERT website on one side and ham radio licensing information on the back

1.2.Revising Communication Plan – Brad Yeung/Michael Morris/Captain Kuehnle

1.2.1.Will continue to rely on using Ham radio operators for communications between the fire stations and EOC. But need a more extensive communications systems to tie the fire stations with CERT SAR’s, search and rescue teams.

1.2.2.Need for bandwidth to communicate on and need for adequate number of radios.

1.2.2.1.Michael to work with Ron Delesandro of AFD Communications for obtaining available bandwidth on AFD’s assigned frequencies and will allow communication virtually anywhere in Alhambra

1.2.2.1.1.Goal to obtain a UHF frequency, which will allow adaptations to FRS, handheld commercial walkie talkies with ¼ watt power and to GMRS walkie talkies with 2-5 watts of  power

1.2.2.1.1.1.FRS = Family Radio Service and these radios have a range of 2 miles line-of-sight (buildings will interfere). GMRS = General Mobil Radio Service have a range of 5 miles line-of-sight (but require $80 FCC license good for 4 years).

1.3.CERT Forms Drill – Brad Yeung

1.3.1.LA City CERT forms drill on July 30 was attended by CERT members Joanna Wong, Joe Garcia, Laura Zepeda, and Brad Yeung. Simple practices such as using block letter (all capital letters) to reduce errors due to poor handwriting are often overlooked.

1.3.2.We carry all seven forms in our backpacks but field SAR teams will use primarily the damage assessment form

1.3.3.Other forms detail what teams are formed, where they are sent, where victims are transferred, etc.

1.3.4.Fire station bases need to practice organizing themselves via becoming more familiar with these forms. SAR teams practice as well.

1.3.5.No decision made as to when to schedule a CERT forms drill. Also funding to stockpile forms at each fire station needs to be proposed.

7.1.Title Review

7.1.1.Neighborhood CERT Leader to head the neighborhood team in a given block after initial meeting led by Neighborhood CERT facilitator. Can be Neighborhood Watch Block Captain but that person must be CERT-trained.

7.1.2.Neighborhood CERT Facilitator to coordinate/set-up initial meeting of 15-20 neighbors

7.2.Define scripting for Alhambra – Captain Kuehnle to provide scenarios based on actual incidences and will be coordinating with Frank Hernandez and Randy Addison

7.3.City map with all CERT’s “pin-pointed” – to use Zee Maps® or Google® maps

7.3.1.Zee Maps® with CERT “specialties” such as doctor, nurse, EMT, etc. and can include language abilities

7.3.2.After meeting note: to plot street address but list a number instead of a person’s name –  to correspond to roster list and will be emailed to those in a given area. Therefore security limitations will not be an issue

OLD BUSINESS

1.Ball Caps

1.1.Same price of $17 (no increase in cost)

1.2.Motion passed to pre-order one dozen small/medium and one dozen large/extra large. There are currently 9 orders of small/medium and 4 orders of large/extra large. Orders must be it lots of one dozen of one size

2.Ordering CERT Items (no endorsement)

2.1.Changed from Propac to SOS since CERT member volunteered to drive to Simi Valley. Cost of item will include an additional amount for his fuel.

2.2.Originally, order was to be picked up on June 10 or 11 but has been delayed (after meeting note)

3.4.Fire extinguishers from members will be promoted to save on training costs. If home fire extinguisher has been sitting dormant for 2-3 years (it’s time to purchase a new one), bring it to next training (but indictor must be in “green” zone on the pressure indicator). AFD will dispose it.

OLD BUSINESS

1.Neighborhood CERT, a.k.a. MYN – Map Your Neighborhood – Frank Hernandez

1.1.Titles established

1.1.1.Neighborhood CERT Leader to head the neighborhood team in a given block after initial meeting led by Neighborhood CERT facilitator. Can be Neighborhood Watch Block Captain but that person must be CERT-trained.

E.g., one map with only medical – trained personnel, Another with Spanish-speaking CERTs. Another with Mandarin-speaking CERT’s. Another with all the Ham radio operators. Etc.

1.4.MYN DVD use – pause it to bring up local incidents

1.5.Define scripting for Alhambra – e.g. street-side location of fire extinguishers would not work here. With modifications, there will be a need to make a videotape on our own

1.6.Neighborhood CERT Leader needs to set the example of having our own set of supplies under our bed – hard hat, gloves, flashlight, shoes, etc.

1.7.Actual hazards in Alhambra – Captain Kuehnle will provide short video clips

1.8.Neighborhood CERT hosts – same as Neighborhood CERT Facilitator. Cathy Sahu’s role but not as Neighborhood CERT Leader

3.1.1.It was related by those who have done this particular fundraiser that the return on the investment of time is negligible.

3.1.2.Motion on this item did not receive a second.

3.2.Non-Profit Umbrella Liability Insurance – Laura Greenberg

3.2.1.Boards of non-profits such as Rotary, International carry liability insurance to cover actions and statements, which may be misconstrued and open to litigation.

3.2.2.Based on 300 members, cost is $1,500-$2,000 (by Rotary’s insurance carrier. Laura is on the Alhambra Board of Rotary, International).

3.2.3.Laura to investigate further if this cost can be lowered. Also, a question raised was “How frequently has this type of insurance been needed – actual litigation?”

ANNOUNCEMENTS:

1.Next ACA Board meeting: Thursday, March 17 at 7 p.m., which is also the graduation day of CERT class 2011-01. Sixteen Alhambra residents/those working in Alhambra started their class yesterday.

2.Robert Calzada turned in his resignation as Training Coordinator. He will continue on making phone contacts for those in Area 3 without email.

3.Position of Training Coordinator is open. Candidates are highly encouraged to attend the ACA Board meetings.
